Bulgaria Expresses Concern over Skopje’s Departures from the 2022 European Consensus

04 January 2026 News

The Republic of Bulgaria notes with concern the latest fabricated assertions by the authorities in Skopje, which sharply diverge from the essence of the 2022 European Consensus.

The question of the language in which the Communities’ Rights Action Plan expected by North Macedonia should be drafted is an internal matter for the neighbouring country and does not constitute an issue in bilateral relations. The document will be implemented by that country’s institutions with regard to its own citizens, and it is therefore logical that it should be available in a language accessible to them. Skopje’s decision to present the draft of this plan to its citizens in English is difficult to justify, particularly if the Plan is intended to be effectively implemented in practice.

We recall that the Communities’ Rights Action Plan is a step envisaged to follow the inclusion of Bulgarians in the Constitution – a step that remains outstanding and which will enable our neighbours to open accession negotiations.

At the same time, we welcome the statement by Prime Minister Hristijan Mickoski that he “will accept in the Plan all other remarks” made by the Bulgarian community, and we expect this commitment to be duly honoured.
