The final meeting of the Council of Ministers of Foreign Affairs of the Member States of the Organisation of the Black Sea Economic Cooperation (BSEC) took place on 19 December 2025, officially marking the end of the Bulgarian Chairmanship-in-Office of the Organisation.

The meeting, which was held in an online format, was chaired by H. E. Ms. Elena Shekerletova, Deputy Minister of Foreign Affairs. In her opening address, she emphasised the BSEC's role as an effective model for multilateral economic cooperation.

Deputy Minister Shekerletova stressed that, during its term in office, Bulgaria had consistently and deliberately worked to strengthen regional cooperation and collective commitment to the challenges facing the wider Black Sea region, as well as successfully implementing the C-i-O's priorities. She thanked the BSEC Member States and Ambassador Lazar Comanescu, Secretary General of the BSEC, for their support during the Bulgarian Chairmanship and wished Georgia success in assuming the rotating BSEC Chairmanship on 1 January 2026. She emphasised that, through joint efforts, the Black Sea region could become a zone of peace, stability, economic development and good neighbourliness.

Over 50 events and initiatives were held within the framework of the Chairmanship.
