Joint Statement on the Strategic Dialogue between the Republic of Bulgaria and the United States of America

On December 9, 2025, the Governments of the Republic of Bulgaria and the United States of America held the third high-level Strategic Dialogue. The relationship between our two nations has never been stronger. As trusted Allies, we share a commitment to regional and global peace and security, sustained economic growth, and robust trade and investment for the benefit of both our nations. The dialogue focused on the following priorities:
Security and Defense Cooperation
The United States and Bulgaria’s defense partnership strengthens security and stability in the Black Sea region, the Western Balkans, and along NATO’s Eastern Flank. Bulgaria’s acquisition of F-16 fighter aircraft and Stryker armored vehicles, joint participation in the multinational NATO battlegroup hosted by Bulgaria, and a developed Bulgarian defense industry all enhance NATO interoperability and common security and support U.S. defense exports and industry. The United States welcomed Bulgaria’s decisive steps to increase defense spending, improve interoperability, and meet NATO capability targets.
Energy Cooperation and Investment
The United States recognized Bulgaria’s progress in strengthening regional energy security and connectivity through diversification that reduces reliance on Russian energy, supporting U.S. energy interests and market access. Bilateral civil nuclear cooperation enhances Bulgaria’s role as a regional energy hub and creates opportunities for U.S. businesses. Predictable and transparent business climates promote bilateral trade and expand economic, digital, and energy security cooperation, including targeted investment and infrastructure modernization.
Border Security and Law Enforcement
Enhanced border security and law enforcement cooperation directly supports shared efforts to combat organized crime, human and drug trafficking, illegal migration, terrorism, and cybersecurity threats. Bulgaria’s continued progress on key security and information-sharing efforts related to the visa waiver program benefits both nations, enhances border security, and facilitates legitimate travel.
Global Peace and Security
Bulgaria and the United States have a shared interest in global peace, freedom, democracy, and economic growth. Bulgaria commended President Trump’s initiatives to end the war in Ukraine and the comprehensive framework for a sustainable, lasting peace in Gaza.
