A plan with 11 urgent measures to reduce the migration pressure on Bulgaria was adopted at today's emergency meeting of the Security Council at the Council of Ministers , the government's press service said. The measures are:

1. Preparation of a general prognosis regarding the expected wave of refugees by the end of 2013.

2. Preparation of a feasibility study regarding the procedure for obtaining financial aid, and if required, strengthening cooperation with the European Commission, the European Office for Migration and Asylum, NATO, and the UN agencies UNHCR , IOM and the Office on Humanitarian Cooperation .

3. Exploring the possibilities of initiating a procedure for making a decision on an appeal for immediate financial and humanitarian assistance through the International Federation of Red Cross and Red Crescent.

4. Reviewing and updating the National Plan to combat terrorism.

5. Reviewing the annual budgets of government departments for reallocating budgetary resources to meet the refugee flow.

6. Reviewing and evaluating public buildings in order to identify buildings suitable for immediate adaptation for acceptance of foreigners in terms of the expected wave of refugees.

7. A review, evaluation and proposals to update existing national institutional and inter-agency contingency response and crisis management plans.

8. Urgent intensification of bilateral dialogue with Turkey and Greece with a view to joint efforts to deal with the refugee flow.

9. Medical insurance and health checks for refugees accepted in the country. Supply and/or review of mechanism/s to provide effective health control of the country's migrant intake. If possible, equipping the Haskovo district with a mobile screening laboratory for identification of infectious diseases.

10. Making arrangements to immunize government officials from various departments who work in direct contact with migrants in the border areas, and providing personal protective equipment.

11. Arranging timely information for the public on the refugee pressure on the country and calling for cooperation with state authorities.
