Minister Neynski to Ukrainian Foreign Minister Andrii Sybiha in Kyiv: “Peace must be just and lasting, and Ukraine must be part of the EU.”

During the official visit of the Bulgarian delegation to Kyiv, led by Prime Minister of the Republic of Bulgaria Andrey Gyurov, Foreign Minister Nadezhda Neynski held a meeting with Ukrainian Foreign Minister Andrii Sybiha. Key issues related to security, energy, transport connectivity, and support for Ukraine’s European integration were discussed during the meeting.

“You are defending not only your lives, but also your dignity. Peace must be just and lasting, and Ukraine must be a full member of the European Union,” Minister Neynski said.

The two ministers also discussed progress in efforts to hold Russia accountable under international law for the damage caused and the crimes committed against Ukraine’s sovereignty and territorial integrity. Bulgaria, as a participant in the Register of Damage for Ukraine, supports its work to ensure timely compensation for those affected by the internationally wrongful acts of the Russian Federation. The Bulgarian side reaffirmed its readiness to support the effective establishment of the International Claims Commission for Ukraine as a concrete step towards accountability and the recovery of losses incurred.

The energy sector was also among the topics discussed, with a focus on ensuring stability and resilience. During the discussions, it was noted that Russian strikes on Ukraine’s energy and civilian infrastructure have not weakened its resilience, thanks to rapid recovery efforts, support from the EU, and the high interception rate of Ukrainian air defence. Bulgaria continues to closely monitor the impact of the escalation in the Middle East on crude oil prices and the international energy market.

The ministers also discussed the restoration of railway connectivity between Bulgaria and Ukraine, which is of key importance for the development of tourism, cultural, and economic ties. The Bulgarian side is ready to provide all necessary technical and logistical parameters for the safe and efficient operation of the railway connection from Kyiv to Varna and Burgas, with a pilot service envisaged as early as the summer season of 2026. Bulgaria also supports Ukraine’s efforts to open all key clusters in the European integration process, including the transport sector.

During the meeting, Ukrainian Foreign Minister Andrii Sybiha raised the issue of Ukrainian-language education in Bulgaria, and cooperation with the Bolhrad High School “G. S. Rakovski” - the oldest and most significant Bulgarian secondary school in Ukraine - was also discussed. Bulgaria and Ukraine have agreed on an updated text of the Protocol on its status, aimed at preserving its character and educational traditions. In 43 schools across Ukraine, the Bulgarian language is studied by over 7,000 students. The issue of opening a Bulgarian school in Odessa was also discussed, in line with bilateral agreements reached, which will contribute to deepening cultural and educational cooperation between the two countries.

Ukraine’s top diplomat also informed the Bulgarian side about progress in the peace negotiations between Russia and Ukraine.

The meeting concluded with a reaffirmation of Bulgaria’s long-term and comprehensive support for Ukraine across all areas, including security, energy, transport, and European integration, as well as for achieving a just and lasting peace based on international law and the principles of justice.
