Bulgaria Takes Part in the Twenty-Ninth Joint Council of the European Union – Gulf Cooperation Council and in the Second High-Level Forum on Regional Security and Cooperation

Deputy Minister Nikolay Pavlov represented Bulgaria at the 29th Joint Council of the European Union – Gulf Cooperation Council and at the Second High-Level Forum on Regional Security and Cooperation, held in Kuwait from 5 to 6 October 2025.

The two for a were co-chaired by the Kaja Kallas, High Representative for Foreign Affairs and Security Policy of the European Union and by the Minister of Foreign Affairs of the State of Kuwait, Abdullah Ali Al‑Yahya. These gatherings serve as significant platforms for dialogue between EU Member States and the Gulf Cooperation Council on current international-agenda matters and for mapping out a roadmap for expanding cooperation in a wide-ranging set of fields, including trade, investment, energy, climate-change mitigation, connectivity and security.

Deputy Minister Pavlov reaffirmed Bulgaria’s commitment to contributing to the collective efforts aimed at achieving the goals set out in the Joint Declaration of the First EU-Gulf Cooperation Council Summit for the development of a strategic partnership.

On the margins of the events, Deputy Minister Pavlov held bilateral meetings with the Kuwaiti Deputy Minister of Foreign Affairs Sheikh Jarrah Jaber Al‑Ahmad Al‑Sabah and with the State Minister for Foreign Affairs of the United Arab Emirates, Khalifa Al‑Shahin Al‑Marar. The state of bilateral relations with both of Bulgaria’s partner countries was discussed, with a particular focus on concrete steps to develop political dialogue and to broaden sectoral cooperation.
