The Foreign Ministry summoned the Charge d'Affaires of the Embassy of the DPRK in Sofia for a meeting on reports of deployment of North Korean troops in the Russian Federation

The Charge d'Affaires of the Embassy of the DPRK in the Russian Federation Choe Yun Chon was summoned to a meeting at the Foreign Ministry on 5 November 2024 on the occasion of reports of the presence of North Korean military formations on the territory of Russia for subsequent involvement in the illegal war against Ukraine.

The Director General for Political Affairs, Ms Guergana Karadjova, outlined the Bulgarian position that by its actions the DPRK is becoming an accomplice of Russia in its unprovoked and unjustified aggression against independent and sovereign Ukraine, in flagrant violation of international law and the fundamental principles of the UN Charter. She pointed out that our country defines these actions as a unilateral hostile act with serious consequences for European and global peace and security, which creates the preconditions for a dangerous expansion of Russian aggression. She described the current escalation as a sign of the Russian Federation's disinterest in achieving a just, comprehensive and lasting peace, despite contrary statements of readiness to negotiate. She added that by changing its position on the denuclearisation of the DPRK, Russia was reneging on its obligations under the Nuclear Non-Proliferation Treaty (NPT), including the pursuit of preventing the proliferation of nuclear weapons, in violation of numerous UN Security Council resolutions adopted with its support. She stressed that the DPRK would never be granted nuclear state status under the NPT.

The Bulgarian side reaffirmed the positions of the EU High Representative for Foreign Affairs and Security Policy's statement of 25 October 2024 and the NATO Secretary General's statement of 28 October 2024, expressing strong solidarity with the EU's strategic partners in the Indo-Pacific region and our country's intention to work in close coordination with them, including on retaliatory measures. She called for a cessation of assistance to Russia and condemned the actions of countries that support Russia's ongoing war in Ukraine.

In conclusion, the Foreign Ministry condemned the DPRK's latest launch of an intercontinental ballistic missile on 31 October 2024 and called for an immediate end to the provocative and destabilising actions that threaten peace and security not only on the Korean peninsula but also globally.
