Announcement of the Ministry of Foreign Affairs regarding the financing of Bulgarian students in the Russian Federation

The Ministry of Foreign Affairs draws the attention of all Bulgarian students and applicant-students who are studying on the territory of the Russian Federation, or intend to do so, as well as their parents and relatives, to the long-term development of the complex situation in Ukraine, as well as to the successive sanctions imposed on the Russian Federation and counter-sanctions on the Federation's part.

Under these conditions, the opportunities for continuing or starting the education of foreign students in higher education institutions in the territory of the Russian Federation are severely limited and further complicated.

There is practically no possibility for international bank transfers to the Russian Federation to provide for the support of foreigners residing on its territory, including students.

The Bulgarian embassy in Moscow is also affected by these restrictions. In this regard, it is not possible to finance the education of Bulgarian students through the embassy, as has been - as an exception - the practice so far.

For his/her studies in the Russian Federation, each student should consider ways to ensure their livelihood and self-financing (possibly by importing available currency within the limits allowed by the Russian side when returning from vacation).

In addition, the Russian State Duma and academics in the Russian Federation have launched a discussion on the Russian Federation’s exit from the Bologna system of education, which is assessed as a past stage and sets the task for the Russian Federation to soon build its new, unique education system. This change will also affect the education of foreign students, including Bulgarian ones, which may have a negative impact on the subsequent recognition of diplomas from Russian universities by Bulgarian and European institutions.
