Bulgaria Adopts Plan for Brexit With/Without Deal

The Government adopted the Action Plan of the Republic of Bulgaria Regarding Preparedness for the EU’s Future Relations with the United Kingdom.

The Plan provides for the adoption of legislative measures and for adapting legislation, adoption of coordinating measures, information activities as well as the conclusion of bilateral and multilateral agreements in various spheres if the EU does not adopt a common approach to action in these areas in the event of a no-deal Brexit.

The measures being planned include bilateral and multilateral agreements on air transportation and the road transportation of passengers and goods, as well as exchange of information on VAT and the collection of public receivables.

The information activities which the state plans to carry out under the Plan include an update of the chapter on Brexit on the official website of the Ministry of Foreign Affairs and the holding of an information campaign briefing the Bulgarian businesses on the consequences of the departure of the United Kingdom from the EU, which campaign will be organized by the Ministry of Justice and the Revenues Agency.

The Plan provides for consulting and informing the Bulgarian nationals residing in the country about their rights after the country leaves the EU as well as the rules for using medical services applicable to nationals residing legally in the United Kingdom as well as to persons who are outside the scope of the mandatory health insurance system. These activities will be performed by the Ministry of Health, the National Health Insurance Fund, the Bulgarian Embassy in London and the Ministry of Labour and Social Policy.
