Significant progress in post-monitoring dialogue between PACE and Bulgaria

The Parliamentary Assembly of the Council of Europe, in the first part of its regular session in 2013, held on January 22 in Strasbourg, adopted a resolution on continuing post-monitoring dialogue with Bulgaria. Taking into account the progress made by Bulgaria, the areas being monitored are reduced to three: reform of the judicial system, changes to the Electoral Code, media freedom and transparency in media ownership.

The resolution was adopted on the basis of a positive report on the country’s progress, prepared by Mr Luca Volontéof Italy, PACE rapporteur for Bulgaria, as a consequence of his two visits to Sofia in 2011 and 2012.

The resolution emphasises that from the start of the post-monitoring dialogue in 2000, Bulgaria has made considerable progress in fulfilling the commitments arising from its membership of the Council of Europe. The country has implemented important measures in line with the recommendations of the previous resolution in 2010 on the post-monitoring of Bulgaria, the report adopted by PACE said.
