The conclusions emphasise the importance of a strong and sustained political will to take the actions necessary in accordance with the mechanism. They highlight the good communication between the two countries and the European Commission.
The Council also welcomes the changes in Bulgaria noted in the Commission report, including the creation of new bodies such as the specialised court and the prosecution dealing with cases involving organised crime.
The General Affairs Council noted that, in order to achieve effective results in implementing the remaining recommendations of the Commission, stronger action should be taken on comprehensive reform of the judicial system, concrete results are expected in cases involving organised crime and corruption in high places, effective legislation on asset forfeiture and support for the newly-created institutions.
