On October 28, 2025, Bulgaria underwent a review by the Working Party on State Ownership and Privatisation Practices under the OECD Corporate Governance Committee.
The delegation of the Republic of Bulgaria to the OECD in Paris, was headed by the Deputy Minister of Economy and Industry Doncho Barbalov. He emphasized that Bulgaria has made a clear commitment to fully align the governance of state-owned enterprises with OECD principles, while working to enhance transparency, accountability, and efficiency in the public sector. He also underscored that the country has achieved significant progress in adapting its national legislation and institutional framework to the organization’s standards and best practices. A number of key steps are forthcoming, while there is already is political support and institutional commitment to implement all recommendations aimed at strengthening public enterprises. Bulgaria is working to make its state-owned enterprises a model of effective management — a key prerequisite for building trust among international partners and for advancing OECD accession. Deputy Minister Barbalov stressed that these reforms are part of Bulgaria’s broader strategic goal — to ensure sustainable economic development based on effective management of state assets.
In the meantime, the OECD Corporate Governance Committee’s Working Party acknowledged Bulgaria’s progress in its field and expressed expectation for the timely adoption of the necessary legislative amendments in line with key recommendations.
