Identity Checks and Border Controls in Sweden

19 May 2017 News

What is the significance of ending the ID checks?

  • Ending the ID checks means that anyone leaving Denmark to travel to Sweden via the Öresund Bridge will not pass an ID check.
  • Internal border controls will remain. Just as previously, border controls will be in place on arrival in Sweden.

What is the significance in practice of tightened internal border controls?

  • In recent weeks, the Swedish Police Authority has reprioritised internal border controls in Police Region South, which in principle means that all train passengers will have been checked at Hyllie Station, while most people travelling by vehicle will have been checked at Lernacken (the bridge abutment). The Government welcomes the Swedish Police Authority's reinforced controls and the aim is that these will continue. The Swedish Police Authority is currently analysing how to conduct this work as efficiently as possible and considers that it is too early to state exactly how the border controls need to be developed. How long will the internal border controls remain in place?

  • The European Council of Ministers has recommended that Sweden prolong its internal border controls. The Government has followed the Council's recommendation and decided to prolong the controls for six months at most, effective on 11 May. In accordance with the Council's recommendation, we will continually review the need for controls and, when appropriate, discontinue them.

Travel documents for travellers who are not Swedish citizens

  • Citizens from other EU/EEA countriesmust have a valid passport or national ID card.
  • People with residence permits or visas in the Schengenarea must present a valid passport in addition to these documents.

What is the difference between ID checks and border controls?

  • An ID check means that the carrier conducts identity checks for transport by bus, train or passenger ship from Denmark to Sweden.
  • Temporary border controls at internal borders mean that the Swedish Police Authority, at a few select locations, checks that people entering Sweden are entitled to enter and stay in the country. In Skåne, border controls are conducted at Hyllie Station, the bridge abutment at Lernacken, and the ports of Trelleborg, Helsingborg and Malmö.

What applies for journeys from Bornholm to Ystad?

  • Passenger ships making trips of more than 20 nautical miles (such as the ferry between Bornholm and Ystad) are already covered by the provisions of the Government Ordinance on Ship Safety concerning registration of individuals on board, including checks of identity documents. These rules apply until further notice and will thus be applied even after the period of validity for the provisions on ID checks has expired. Anyone who is uncertain of the rules that apply for a specific journey should contact the carrier.

Will border controls take place on board trains?

  • To date, passengers getting off trains at Hyllie have been checked on the platform, while passengers travelling on to Malmö have been checked on the train while it is standing at the station. The Swedish Police Authority is currently analysing how the reinforcement of border controls should be conducted and considers that it is too early to state exactly how this needs to be developed. What is happening with the Denmark agreement that enables the Swedish Police Authority to conduct ID checks on board trains from Denmark to Sweden?

  • The agreement entered into by Sweden and Denmark, which allows the Swedish Police to conduct border controls on board trains, remains in place and may be used by the Swedish Police Authority.
