The European Union (EU) is essentially a partnership of Member States sharing common democratic values. One of the key priorities of the Ministry of Foreign Affairs of the Republic of Bulgaria is to safeguard this country’s national interests in Community policies through effective participation in the operation of the EU bodies and institutions and further promotion of relations with the present and future partners of the EU.

Regional Cooperation in Southeast Europe

Bulgaria views the cooperation in Southeast Europe and in the Black Sea region as one of the priority goals of the country’s foreign policy. As a Member State of the European Union and NATO, Bulgaria is trying to pursue a balanced policy with its immediate neighbours.

Security Policy

In today’s globalized world and against the backdrop of new trans-national threats to international security Bulgaria aspires towards strengthening the cooperation among international institutions on a regional and global scale. A major foreign policy priority of Bulgaria is to act as a reliable and predictable ally and partner in NATO, OSCE and other international security organisations.

Multilateral Cooperation

The new realities in the system of international relations and the need of collective responses to the present threats and challenges call for an enhancement of the role of the UN as a unique global instrument based on the principles of effective multilateralism.

Human Rights

Bulgaria sticks with the conviction that human rights are universal, indivisible, interdependent and interrelated. A major principle of the contemporary system for the promotion and protection of the rights and fundamental freedoms of the individual is enshrined in the recognition for the universal nature of the international standards in place in this field, as well as in the interrelation between the economic, social, cultural, civil and political rights.

Cooperation for Development

Upon its accession to the EU on 1 January 2007, Bulgaria undertook commitments with respect to its involvement in the EU policy on cooperation for development, and joint actions vis-à-vis third countries. This means that Bulgaria is about to change from a recipient of international aid into donor of such aid to developing countries, within its experience and potential.
