Information for accreditation of media representatives for the "Presidential elections and National referendum 2016" International Press Centre
1. General information
Presidential elections and national referendum will be held on 6 November 2016. The Ministry of Foreign Affairs is responsible for the organization of the “Presidential elections and National referendum 2016" International Press Centre, which will be situated at the National Palace of Culture, Hall 3, address: 1 Bulgaria Square, Sofia 1414.
2. Media accreditation
The media accreditation process is solely conducted by e-mail, to the address firstname.lastname@example.org.
All media representatives wishing to receive accreditation for the International Press Centre must submit an application for accreditation to the address email@example.com, including:
- An accreditation form.
- For representatives of foreign media accredited to Bulgaria – Bulgarian citizens (download HERE);
- For representatives of foreign media – foreign nationals (download HERE);
- A digital photograph, size 3.5 x 4.5cm, in JPG format, labelled in the following format: media_firstname_family name (for example, TV5_ivan_ivanov);
- An official letter on letterhead of the media, signed by the editor-in-chief or manager and containing a full list of the names of media representatives applying for accreditation.
Applications for accreditation of media representatives will be invalid if not accompanied by a photograph in the required format and if the person’s name does not appear in the letter signed by the editor-in-chief.
Applications for issuing of permits for access of cars and drivers will be accepted only electronically on e-mail address: firstname.lastname@example.org. The application form for access of cars and drivers can be downloaded HERE.
Guests of TV stations, requiring access to the studios located in the building of the NPC on the Election Day, are also eligible for accreditation (accreditation form for guests HERE)
The deadline for the submission of applications for accreditation is 25 October 2016, Tuesday. All requests received after the deadline will not be processed.
All valid applications submitted within the specified period will receive an answer by e-mail with a registration confirmation, which must be presented to the accreditation desk in order to receive the badges.
The badges can be received at the accreditation desk at the central entrance of the National Palace of Culture.
Accreditation desk working hours:
Friday 4 November 2016, 12 pm – 6pm
Saturday 5 November 2016, 9 am – 7pm
Sunday 6 November2016, 9am - until the conclusion of proceedings.
Accreditation badges can be received upon presentation of personal identification documents(ID card or passport) along with printed confirmation of registration from the e-mail address email@example.com.
In case one representative of the media is authorized to receive the badges of all accredited persons from an organization, an authorization letter signed by the head or director of the organization must be presented.
Badges must be worn prominently during the entire time in the International Press Centre and must be presented the security personnel upon request. On 6 November, media representatives will be allowed into the National Palace of Culture only after displaying an ID, a valid press card and a badge.
3. Space arrangements at the National Palace of Culture, access areas and quotas for access, parking
Entrance for the media: Central entrance of the NPC
Zone A – Hall 3, where press conferences will be held;
Zone B – Foyers for media studios, HQ of political forces and polling organizations.
Quotas for access
All journalists who have submitted valid applications will be accredited to the International Press Centre. Due to the limited capacity of the hall, heads of news organization should specify the number of journalists who will be attending the press conferences and indicate the respective access areas.
Space arrangements at the National Palace of Culture
Press conferences will be held in Hall 3 on the 7th floor of the National Palace of Culture. The order in which press conferences will be held will be specified at a later stage.
The workspace for the media will be located in the lobby of Hall 3 on the 7th floor- East side. The workspace for the media will have working places (no IT equipment) and wireless Internet connection.
The operational headquarters of “Presidential elections and National referendum 2016" International Press Centre will be located in Hall 3.3, 7th floor of the National Palace of Culture.
The medical centre will be in a room adjacent to Hall 3.
The organizers assume no responsibility for unattended equipment or luggage.
Parking and car pass
On 6 November 2016 in the vicinity of the National Palace of Culture there will be designated parking areas for vehicles with a pass. These will be further specified for accredited participants. Given the limited capacity of the parking space please specify the number of cars that need to be issued a parking pass. A pass for a specific parking area does not guarantee parking space.
Provision of signal and sound
Sound from Hall 3 will be provided through a sound system capable of delivering a signal to all needing it. At the speakers in Hall 3, there will be tables for tape recorders and microphones.
Closed-circuit television monitors will be placed in the media workspace and lobbies around Hall 3 of the National Palace of Culture. All news conferences in Hall 3 will be transmitted live.
